Yes each card has its account number, as for which country issues the cards, one of the original EU members states before the enlargement of the EU.

Let me know if the bank account is on one of these following countries
Austria, Belgium, France, Germany, Ireland, Netherlands, Spain, and UK. I only need debit card with bank account from one of that countries.
