Actually that's a loaded question yet a very good one. I think it takes a lot of different skill sets, and a whole lot of "chutzpah" or guts to do it the right way! Just about any Internet Hack out there can claim to give you a turn key Affilate Program, by throwing up websites that claim to make you thousands of dollars while you sleep at night and all you have to do is sign up for $9.95 a month or $99 a month and soon you'll be raking in Millions.
The truth is a simple answer might be Host Gator that's a very good Hosting Site. No they're not the Cheapest but they are very good. I believe to put up a "Profitable Internet" affilate site you need to incorporate the tools like posting very good Articles, offer a forum on your site that people can post their opinions. Showing someone how to cook a meal instead of just sitting folks down for a gourmet buffet without knowing how the meal is cooked is simply crazy. That's like handing a teenager the key's to an Luxury car before they even have a permit. Learning by trial and errror and being a victim of sloppy affiliates that really are awful and a waste of money is one way to make you do your due dilegence. Streaming video, the ins and outs of ppc sites, and how to draw traffic to your website without breaking your Piggy Bank are good features of a profitable affliate.
Never quit learning or believing in yourself. Having the Mindset of a winner every single day and trully believing in The Law of Attraction is a good start too. The Secret is out there you just have to Believe.
The best way to find an affiliate program that will work for YOU would be to take somethng that interests you and you know about. Find products for that niche and then find the affiliate programs for those products. It's much easier to sell something you know and love.
I like residual income programs like hosting, article marketing, etc. Getting paid over and over for making one sale is better than having to make a new sale over and over. Even Clickbank is offering recurring commission products now.
I also like 2 tier affiliate programs where I can make money on the sales of my 2nd tier. Those checks are nice to get every month.

If CJ has blocked your country, why not use a proxy? They are pretty cheap. In fact setting up your own is easy too. You should be able to get someone on rent-a-coder to do that for $50.
